印度国防部就中印第13轮军长级会谈发声明（全文）

当地时间10月11日9时32分，印度国防部在网站就中印第13轮军长级会谈发布声明。

声明全文如下：

2021年10月10日，中印第13轮军长级会谈在楚舒勒-莫尔多边境会晤点举行。会谈期间，双方讨论的重点是解决拉达克东部实控线沿线的剩余问题。（The 13th round of India-China Corps Commander Level Meeting was held at Chushul-Moldo border meeting point on 10th October 2021. During the meeting the discussions between the two sides focussed on resolution of the remaining issues along the LAC in Eastern Ladakh.）

印方指出，实控线沿线的局势是由中方单方面试图改变现状造成的，违反了双边协议。（The Indian side pointed out that the situation along the LAC had been caused by unilateral attempts of Chinese side to alter the status quo and in violation of the bilateral agreements.）

因此，中方有必要在其余地区采取适当步骤，以恢复中印边境西段实际控制线沿线的和平与安宁。这也将符合两国外交部长最近在杜尚别会议上提出的指导方针，两国外长在会谈中同意双方应尽早解决剩余的问题。（It was therefore necessary that the Chinese side take appropriate steps in the remaining areas so as to restore peace and tranquillity along the LAC in the Western Sector. This would also be in accord with the guidance provided by the two Foreign Ministers in their recent meeting in Dushanbe where they had agreed that the two sides should resolve the remaining issues at the earliest.）

印度方面强调，解决剩余地区的问题将促进双边关系的进展。因此，印方在会谈中就解决剩余问题提出了建设性建议，但中方不同意，也无法提出任何前瞻性建议。因此，本轮会谈没有就剩余地区达成协议。（The Indian side emphasised such resolution of the remaining areas would facilitate progress in the bilateral relations. During the meeting, the Indian side therefore made constructive suggestions for resolving the remaining areas but the Chinese side was not agreeable and also could not provide any forward-looking proposals. The meeting thus did not result in resolution of the remaining areas.）

双方同意保持沟通，并保持地面的稳定。希望中方从两国关系大局出发，在全面遵守双边协议和议定书的基础上，推动遗留问题早日得到解决。（The two sides have agreed to maintain communications and also to maintain stability on the ground. It is our expectation that the Chinese side will take into account the overall perspective of bilateral relations and will work towards early resolution of the remaining issues while fully abiding by bilateral agreements and protocols.）
